Region 1 Planning Council (RPC) is seeking a qualified independent consulting firm to conduct an interchange development feasibility study and a comprehensive development plan for infrastructure and land improvements needed for significant interchanges in McHenry, Boone, and Winnebago counties in Illinois.
Respondents shall be expected to provide no less than the minimum services and deliverables identified in the Scope of Work (SOW) under a one-year Service Agreement which will serve as a master agreement between RPC and consulting firm. We invite firms to submit a proposal with their qualifications and project plan for consideration.
The respondent must have significant knowledge, expertise, and experience working on feasibility studies that make recommendations that benefit governmental, economic development, and transportation partners. We are looking for experience in conducting infrastructure and land development focused feasibility studies and a consulting organization familiar with the Northern Illinois planning environment. The study should assess current conditions, infrastructure improvements, and future land use required for long-term business attraction and the marketing of potential businesses. The study should make strategic recommendations to best maximize the benefits of these efforts and any corresponding local/state/federal investment. An estimated itemization of potential services, timeline and action items should be clearly identified.
Each Respondent submitting a proposal must be qualified as a private-consulting firm to participate in this RFP selection process. Once qualified, a Respondent shall be evaluated to determine if it has the required amount of knowledge, expertise, and experience to fulfill the project requirements requested by the internal steering committee. After finalists are selected, contract negotiation will determine the final budget, scope, and deliverables. When an award is made the resulting service agreement (SA) will be for a term of one year. Qualified Respondents must have the capability, willingness, ability, and intent to carry out the conditions of the SA and their SOW. To respond to this solicitation, proposals shall be submitted following the mechanisms outlined in Sections V and VI of the RFP.
