This RFQ is being issued in cooperation with four municipalities and a County that all need to update their comprehensive plans. These entities are the City of Morgantown, City of Westover, Town of Star City, Town of Granville, and Monongalia County. The Morgantown Monongalia MPO (MMMPO) also needs to perform a major update of its transportation plan focusing on building a new consensus for needed transportation improvements that will address future land use in the area.

The purpose of the joint RFQ is to capture potential economies of scale for coordinating the update of the comprehensive plans and the MTP. By performing this work simultaneously the selected firm(s) should be better able to coordinate the area's transportation plan with anticipated future land use as identified in the comprehensive plans. It is anticipated that a good portion of the economies of scale can be captured through an innovative joint public involvement process. This project expands the number of partners participating since the last joint MTP and comprehensive plan update.

The previous effort completed in 2012 had three partners. The City of Morgantown, the Town of Star City and the MMMPO. The success of that effort encouraged the expanded participation in this RFQ. All work is to be performed in compliance with WV State Law (comprehensive plans) and Federal Requirements (MTP).
