NOTICE IS HEREBY GIVEN that the City of McAlester, Oklahoma is requesting proposals from qualified consulting firms to update McAlester's Land Development, Planning, Zoning and Subdivisions Code and as necessary for consistency with the zoning codes, an update to the zoning map. The Chapter 62 Land Development Code of the City of McAlester Code of Ordinances was enacted in 1974 and apart from occasional and irregular as needed amendments, it has never been reviewed or amended comprehensively. The Moving McAlester Forward 2040 Comprehensive Plan was adopted in September 2019 and so that it may be fully implemented the newly updated land development codes will need to be consistent with the vision of the plan while protecting the health, safety, and welfare of the community.

Dates are tentative and subject to change as needed. Respondents should submit questions and/or requests for clarification to the City of McAlester no later than 4:00 p.m. (CST) on Wednesday, May 11, 2022. Questions regarding the RFP should be directed to the Community Development Director by email. Answers to the questions and any supplemental instructions will be in written form which, if issued, will be emailed to all known prospective respondents.

Proposals shall be accepted in the office of Community Development until 4:00 p.m. (CST) on Friday, May 27, 2022. Please submit four (4) bound copies of your RFP response in a sealed enclosure, to include a digital copy on a USB Flash Drive in PDF format and in a separate sealed enclosure the Cost Proposal with the RFP, reflecting on the outside thereof the respondent's name and "Land Development Code RFP Response."

Responses may be hand delivered to the address provided above or mailed to the Community Development Department, City of McAlester, 28 E Washington Ave., P.O. Box 578, McAlester, Oklahoma 74502.

The City of McAlester will evaluate proposals based on the criteria listed in the RFP including project approach, project team, relevant project experience, public participation plan, and pricing estimate. The City may waive any informalities or reject any and all RFP responses.
