The City of Fayetteville (City) requests proposals from qualified and experienced real estate developers interested in developing mixed-income housing, mixed-use, commercial development, and/or recreational indoor or outdoor use. The project will be located on City-owned properties, comprised of 69 small parcels totaling approximately 15 acres, known as Catalyst Site 1.

The City seeks catalytic developer(s) wanting to invest in the synergy of the site's uses, people, and services capable of developing a high-quality development that demonstrates an understanding of the Fayetteville community and its unique attributes and opportunities.

The developer(s) should provide evidence of successful experience in developing and managing mixed-income housing, mixed-use developments, commercial developments, and/or recreational uses and a detailed submission for the proposed development. Proposals will be reviewed by Staff and approved by City Council. If the proposal results in an approved project, the City and the selected developer(s) will negotiate an agreement for the conveyance of a possessory interest and the development of the project. The agreement will set forth additional detail regarding the property disposition, performance milestones for the developer, project development timeline, indemnities, insurance requirements, ongoing affordability covenants, financing plan, tenant selection plan, and any other City requirements for the development. The City may provide financial incentives for eligible projects.

The City desires to facilitate a development that will:

  • Be attractive and compatible with the character of the surrounding neighborhood and larger community, be both aesthetically appealing and functional;
  • Utilize environmentally friendly and sustainable principles in development design and construction;
  • Work with key stakeholders, i.e., Fayetteville State University (FSU), Cape Fear Valley Health, etc., for potential development partnership; and
  • Be an innovative and purposeful use for this property and contribute to the character and function of linking FSU to Downtown Fayetteville.
