The City of St. Louis Planning & Urban Design Agency (PDA) is seeking proposals for comprehensive land use planning services, community engagement and facilitation, and zoning policy recommendations for the historic and dynamic City of St. Louis.

It is anticipated that work will begin mid-year 2023, and the finished product would be considered for adoption by the City in 2024.

PDA is seeking proposals from professional consulting firms with extensive experience in strategic land use planning, engagement of diverse stakeholders, and land use policy tools. It is also expected that the consulting firms will have familiarity with best practices in environmental sustainability, zoning, mobility-land use intersections, historic preservation, incremental and large-scale mixed-use development, racial and economic equity, and housing.

This project will result in a comprehensive update to the City's Strategic Land Use Plan (SLUP). The Strategic Land Use Plan (SLUP) of the St. Louis Comprehensive Plan is the City's general land use plan, and serves as a core legal document for regulating future land use in the city.
