Medina County Fairgrounds Facilities Strategic Plan
Introduction
The Medina County Fair (Fair) is one of Ohio's oldest and largest county fairs. The Fair is located on 84 acres southwest of Public Square in the City of Medina. The mission of the Fair is "to provide a center of activity for the preservation and promotion of agriculture through the enhancement and management of our fairgrounds." Each year, the Fair hosts over 800 exhibits, 350 concessionaires, 1,200 Junior Fair members, and approximately 110,000 fair attendees.
With the county-wide unprecedented population growth leading to increased Fair visitors that exceed building and land use capacity, the Medina County Board of Commissioners (BoC), in collaboration with the Medina County Fair Board (MCFB), is soliciting proposals from organizations with relevant work capabilities and qualifications to develop and produce the Medina County Fairgrounds Strategic Plan.
The BoC and MCFB are requesting proposals to develop a Strategic Plan by reviewing and analyzing existing financial and land use conditions followed by visionary conceptual plans including consensus among the BoC, MCFB, and community stakeholders to guide decisions related to future improvements and development.
Scope of Work
- Engage with community stakeholders to understand the key issues including but not limited to infrastructure, facilities, land use/acquisition, and visitor experience.
- Review the existing conditions including but not limited to land use, building inventory/usage, drainage, soils, site circulation, pavement, roads, wayfinding signs, and entry gates.
- Create a conceptual redesign of the existing 84 acres to better serve the population growth. This plan may include the removal and/or relocation of existing buildings. The redesign should include recommendations for potential new buildings and a reimagined layout of the grounds.
Information Requested from Applicant and Review Criteria
Proposals will be accepted through email, delivery to the contact person below, and ground mail service by the deadline. Proposals will not be reviewed if received after the deadline. A contract award will require the organization to attend at least two days of the 2025 Fair.
The following information should be submitted with a proposal, and a qualified panel will review proposals based on the submitted information.
- List and qualifications/experiences of personnel.
- Synopsis of the organization's experience with preparing and writing a strategic plan. Preference will be given to proposals that have previously developed guides for fairgrounds or similar organizations.
- Communities for which the organization provides, or has provided, similar services. This information will be used to check references.

October 21-November 22, 2025 — Committee Evaluation and Recommendation of Award
Wednesday, January 15, 2025 — Begin Strategic Planning Process
Monday, November 3, 2025 — Complete Strategic Plan
