The City of Greeley, Colorado is seeking an experienced, dynamic, and visionary professional planning consultant team to develop a West Greeley Community Subarea Plan and Form-based Code.

The purpose of the plan is to develop a comprehensive vision with goals, policies and implementation strategies, weaving together a diversity of future scenarios cohesively into key thematic elements. The planning effort should help to identify and develop existing community members' and stakeholders' visions for the area, incorporate existing foundational plans and policies, and provide clear, actionable steps to accomplish our near and long-term vision.

The deliverables will propose a form-based approach that informs high quality planning and design, a structure plan for growth, and an adoption-ready draft code. Respondents are strongly encouraged to propose strategies, processes, methods, and elements in their submission that enhance and align with the overall objective and intent of this RFQ.
