Overview

This case study follows the acquisition of a site in the central business district of Springfield, Missouri. Springfield City Utilities (CU) purchased several parcels with plans for redevelopment as the new mass transit center.  From acquisition to final construction, there was no shortage of bumps in the road. In 2012, Environmental Works, Inc. (EWI), as contractor for CU, completed a Phase I Environmental Site Assessment which identified the location of a former gas station.  The Phase II Subsurface Investigation confirmed the presence of petroleum impacted soil.  Due to the age of the former tanks, the site was determined to be eligible for coverage by the Missouri Petroleum Storage Tank Insurance Fund (PSTIF) under a “remedial” claim, which covers up to $1 million of eligible costs related to the investigation & cleanup of petroleum releases, after meeting a deductible.  CU was under a timeline to complete the investigation in order to be eligible for a Federal Transit Authority (FTA) grant to help fund the redevelopment of this property.  EWI conducted the investigation & cleanup under the Missouri Risk Based Corrective Action (MRBCA) regulations.  During the investigation, lead impact unrelated to the former gas station operations was encountered at concentrations exceeding soil target levels protective of construction worker exposures.  Once MoDNR issued a “No Further Action” status for the petroleum release in 2013 (having determined there was no risk to human or ecological receptors), CU hired EWI to excavate the lead-impacted soil in order to provide safe working conditions for future construction & utility work.  During construction, another bump occurred; an abandoned tank was found near the footprint of the new building.  EWI again mobilized to the site and properly removed and abandoned the tank, and collected samples to confirm that all impact related to the tank had been removed. A No Further Action letter was issued for the tank closure in November 2015.  The City Utilities Transit Center opened to the public in May 2016, and currently provides approximately 1.5 million passenger trips/year.

Attendees will understand a variety of potential conditions that could be encountered during the redevelopment of an urban property and know the resoruces available for screening properties.
