From state statutes enabling local planning tools to vital funding and finance programs, states play a critical, and growing, role in housing policy. Increasingly, states are looking at changes to zoning and other local regulations with an eye toward addressing housing issues. Reforming state-level housing legislation is one part of APA’s Planning Home action agenda.
This session will examine recent high-profile legislative campaigns in several states, including California and Massachusetts, and consider housing issues and ideas likely to drive state legislative activity in 2019.
