Overview

Kansas City and Topeka have created Overlay Districts to protect and enhance their communities. Learn about the creation of the design standards as well as the trials and tribulations of implementing them.

The implementation of overlay districts and design standards has been anything but a ho-hum design review experience. There have been project approvals/disapprovals, administrative amendments to the standards, and two lawsuits. The learning objectives/takeaways are: 1) Balance implementation flexibility with strict design standards, 2) Keep the lines of communication open with the neighborhood, and 3) Be prepared to be challenged.
