Hamstrung by Prop. 13, cities often rely on the impact fees from new development to fund infrastructure or other necessary investments. While they can be an important tool, these fees also increase the price of new construction, sometimes rendering projects unfeasible in a high-cost environment like the Bay Area. With this in mind, what are best practices for ensuring that cities have a funding tool while still enabling new development to occur? How are cities and the state thinking about fees today?
