Information and communication technologies have the potential to address special needs of persons with disabilities (PWDs). Smartphone transport apps specifically developed for PWDs respond to their mobility needs and contribute to transport inclusion. However, their supply is limited in the market. In this study, I examine the economics of the app ecosystem to understand why. Analysis of market factors shows that existing business models of the industry are nonviable for such specialty apps. My study recommends roles local governments and transit authorities can play to support the market and make transport more inclusive.
