Cedar County, Iowa, is located near three metropolitan areas where many residents commute to work. A rural lifestyle, lower costs, and easy access make the county a desirable place to live. Yet population has remained stable for decades while the number of local businesses fell and affordable housing decreased, making it difficult to attract young families and accommodate senior residents. Through extensive community engagement, in-depth research, and utilization of best practices in rural/agricultural planning, including the APA Comprehensive Plan Standards for Sustaining Places and Iowa Smart Planning toolkit, this comprehensive plan manages future development and proposes possible directions.
