Introducing APA's 2019 legislative priorities
The new year brings a new Congress, and with it, a renewed opportunity to articulate to elected officials and planners APA's top policy priorities for the year ahead. This year's legislative agenda, Planning for Opportunity, urges Congress to act on four key areas that will strengthen the nation's communities and expand opportunities for all:
- Housing choice and affordability
- Inclusive growth and development
- Infrastructure
- Healthy and safe communities
APA's legislative agenda, which is prepared annually by the member-led Legislative and Policy Committee and adopted by APA's Board of Directors, frames the issues that APA and its national network of 9,000 planning advocates will focus on in the year ahead.
Work is already under way to share our priorities. On Monday, APA President Kurt Christiansen, FAICP, delivered our legislative agenda to every member of Congress. Members of APA's Planners' Advocacy Network are bolstering his message through personalized outreach to their elected officials. APA calls for an immediate end to government shutdown
Today, APA President Christiansen reinforced APA's position that a partial government shutdown is irresponsible and poses real — and growing — challenges for the nation's communities. Late last year, APA issued a statement calling the shutdown a failure of good governance that accomplishes nothing but harm to the programs that form the backbone of the federal partnership with local communities. Now is the time to finish the work of funding the government and provide support for the critical needs of the nation's communities.

January jump-starts state activity
This month, 46 states will convene their legislatures and 39 will swear in governors. APA's policy team is listening to inaugural speeches and state of the state addresses to find out what planning issues are on gubernatorial agendas. Housing, infrastructure, and autonomous vehicles have been mentioned so far.
This will be an active year for the states and provide many opportunities for planners to work with elected officials. There are nearly 1,700 new state legislators and 19 new governors taking office. Are you involved in state-level policy and advocacy? Let us know!

Community Mental Health Centers
For much of the 19th and early 20th centuries, people with mental disabilities or psychiatric illnesses were sent to state-run mental institutions or hospitals. They often remained there for the rest of their lives. In the mid-20th century, however, the approach to mental health issues in the United States began to change, and the community mental health center was born.
This historic PAS report from 1967 describes these new psychiatric treatment facilities and offers planning and zoning guidance for integrating them into communities.

In memoriam
APA notes the recent passing of Bruce McClendon, FAICP, who served as APA president in 1984–1985 and 2001–2003. He also volunteered on many advisory boards, task forces, and committees within APA and the Texas, California, and Florida chapters.
McClendon was a respected teacher and mentor who shared his planning knowledge and experiences in presentations, books, and magazine articles. At the time of his death, he was a consultant with Citygate Associates, LLC in Folsom, California.
