Under general direction, responsible for assigned City planning functions or projects; reviews, prepares, and sets goals and maintains direction for the construction and development of residential and commercial development within the city. Implements goals and policies established by the Board of Aldermen and Planning and Zoning Commission; responds to and addresses citizen's complaints and/or concerns related to planning and development, zoning and land use.


The following duties ARE NOT intended to serve as a comprehensive list of all duties performed, only a representative summary of the primary duties and responsibilities.

  • Responds to phone inquiries related to planning and zoning matters; researches and provides answers to inquiries and/or resolves issues.
  • Develops and conducts research, planning, and technical analysis of planning projects and studies; develops work programs related to assigned projects; and gathers, analyzes, and presents data in the form of written, graphic or oral reports.
  • Conducts field inspections for zoning violations, final inspections and special projects.
  • Conducts plan reviews and zoning permit reviews for sign, fence, special use permits, temporary use permits, and zoning compliance letters; provides assistance to developers and coordinates with other disciplines to ensure that stipulations are included and implemented.
  • Provides staff support to various boards, commissions, committees, and elected officials.
  • Primary contact for Planning and Zoning commission and Board of Adjustment.
  • Attends Board of Adjustment and Planning and Zoning meetings, prepares an accurate record of the meetings and maintains a journal of the proceedings.
  • Develops Board of Adjustment and Planning and Zoning agendas and coordinates the review of agenda items.
  • Prepares all necessary documents for the Planning and Zoning section of the Board of Aldermen meetings and presents items to the Board of Aldermen.
  • Attends various meetings representing the planning functions for the City.
  • Supports the relationship between the City of Lake Lotawana and residents by providing excellent customer service; promotes the City goals and priorities in compliance with all policies and procedures; maintains absolute confidentiality of work-related issues, client records and City information; and performs related duties as required or assigned.
  • Ensures that job duties are completed in strict adherence to established safe work practices.
  • Handles all incoming permit requests in a timely manner.
  • Manages the relationship and work of the third-party inspectors with regards to permitting and compliance.


Education and Experience:

Master's Degree (preferred) or bachelor's degree in Urban or City Planning, Engineering, Public Administration, or related field and four years of responsible planning experience in a public sector organization; OR an equivalent combination of education, training and experience.

Required Licenses or Certifications:

AICP American Institute of Certified Planners (preferred)

Possession of a valid State of Missouri Driver's License.

Required Knowledge of:

  • Principles and practices of City planning and urban redevelopment.
  • Structure, organization and inter-relationships of city departments, agencies, and related governmental agencies and offices affecting assigned functions.
  • Plan review table, zoning ordinance, future land use maps, master plans and Unified Development Codes.
  • Federal, state, and local laws affecting urban redevelopment and city planning and zoning.
  • Effective communication principles and practices to include public relations.
  • Program/project management techniques and principles.
  • Modern office procedures, methods, and equipment including computers, computer applications such as word processing, spreadsheets, and statistical databases.
  • English usage, spelling, grammar, and punctuation.
  • Principles of business letter writing.

Required Skill in:

  • Utilizing personal computer software programs and other relevant software affecting assigned work and in compiling and preparing spreadsheets.
  • Establishing and maintaining effective working relationships with staff, management, vendors, outside agencies, community groups and the general public.
  • Using graphic instructions such as blueprints, layouts, base maps, or other visual aids.
  • Comprehending and making inferences from material written in the English language, produce documents written in the English language using proper sentence structure, punctuation, and grammar.
  • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them.
  • Conducting code interpretation, architectural review, building inspections and code enforcement.
  • Maintaining confidentiality and communicating with tact and diplomacy.
  • Applying program/project management techniques and principles.
  • Communicating effectively verbally and in writing.

Physical Demands / Work Environment:

Work is performed in a standard office environment; routinely travels to various inspection sites and may be required to travel to various sites, locations and/or events/conferences.
