Under direction from the County Planning Director, the Long-Range Planning Manager, plans, directs, and supervises the activities and operations of the Long-Range Division of the Community Planning & Department. Specifically, the Long-Range Planning Manager develops the goals and implements the annual work plan for long range planning division to advance the goals and priorities of the County, creates project scopes of work, budgets, and timelines and oversees the preparation of a variety of long-range plans including but not limited to updates and amendments to the comprehensive plan, community and area plans, and corridor studies, tracking various indicators for growth and managing the collection and analysis of data through surveys, GIS mapping, and other methods that aid long-range planning and decision makers. The Long-Range Planning Manager also manages outsourced projects to include request for qualification, request for proposal, consultant scope and deliverables. Additional duties include assistance with text amendments to ordinances in support of the comprehensive planning program.

Must present community/area plans to Planning Commission, County Council, and at community meetings for consideration; develops recommendations based on inter-disciplinary input and analysis of Comprehensive Plan and community needs and desires; interprets, explains, and presents staff recommendations; answers questions and provides information.

Provides technical guidance and advice to staff, director, County administrators, elected and appointed officials, and the public; maintains comprehensive knowledge of long-range vision of particular areas of the County, updates to state laws, planning trends and methods, and public outreach strategies; recommends changes and updates to planning regulations and policies in relation to changing demographics and other population shifts and updates and additions to laws and regulations; receives, research and responds to questions for appointed and elected officials; and may prepare and lead training sessions.

Performs customer service; receives and responds to requests for information related to long-range planning processes and procedures; provides information and answers questions regarding planning activities; interprets and explains applicable local, state, and federal, codes, ordinances, regulations, standards, specifications, policies and procedures; initiates problem resolution and/or negotiates resolution with various stakeholders.

Supervises regular and temporary staff; plans, coordinates, assigns and reviews work of individuals and the team; evaluates training needs and provides instruction; schedules staff vacations and approves sick leave; recommends discipline, disciplinary actions, discharge and salary increases; approves timesheets; interviews candidates; conducts employee performance evaluations; and establishes and promotes employee morale.

Performs other related duties as required.

Bachelor's degree in planning, Geography, Real Estate Development, or related field required; supplemented by five years of experience in urban or regional planning, to include lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job. Must possess and maintain a valid South Carolina driver's License. Must possess and maintain certification from American Institute of Certified Planners.
