The city's municipal code establishes a solar permit system that protects solar access to individual properties. It includes a chapter establishing solar rights via a solar permit system (Chap. 15.32). It describes the application requirements and process for the permit. Solar access between 9 am and 3pm is protected (§15.32.200); the system must not fall within area shaded by a 10-foot wall on the property line (§15.32.180); and the permit may be denied if the solar system will unreasonably or unneccesarily restrict use of neighboring property (§15.32.150). The municipal code defines "solar collector" and "solar right" (§17.08.010).
