solar energy
The county code includes definitions of "solar energy" and "solar array" in its glossary (§18App-1). Solar arrays are a conditional use in open space areas (§18:1-12), agricultural districts (§18:1-14.C.24), and the Countryside district (§18:1-15.C.24). The code provides additional standards for solar arrays designed for more than single-user applications (§18:1-95.S). Systems require a conditional use permit application plus a special application to the Planning Commission. The code lists conditions and requirements for site plan review and approvals addressing stormwater management, noninvasive plant species buffering and screening, maintenance, removal of abandoned equipment, and other issues.
Transfer of development rights
The county’s zoning code authorizes transfer of development rights (TDR) for environmental preservation. TDR standards address right of transfer, effect of transfer, instruments of transfer, planning director certification, application for use on receiving parcel, consideration of application for use, and final approval of use (§18:1-100 et seq).
