In December 2017, the mayors of all four Hawaii counties committed to an ambitious goal of 100 percent-clean ground transportation by 2045. Converting an entire state's transit, freight, and personal vehicle inventory from over 90 percent fossil-fuel-powered to 100 percent renewables in less than 30 years requires massive coordination of federal, state, municipal, and private-sector stakeholders. Hawaii has mobilized those stakeholders through coalitions and policy development and by developing programs around key infrastructure assets, such as the 20-mile elevated-rail mega-project currently under construction by Honolulu County on the island of Oahu. Honolulu's brand-new Office of Climate Change, Sustainability and Resiliency is coordinating city efforts relating to the commitment; the local, nonprofit Blue Planet Foundation's Sustainable Transportation Coalition Program is coordinating private-sector initiatives. The city and county are developing a blueprint for cities to tackle one of the thorniest issues in clean-energy planning.
