The city's unified development ordinance requires owners of large retail establishments to meet with the city when the property becomes vacant. It requires them to create a plan for both the maintenance, reuse and remarketing of the facility. The plan may include adaptive reuse or redevelopment proposals, and must require the owner to provide the city with monthly updates detailing agents under contract and their contact information, the length of the term listing, marketing events, all inquiries into the property and the contact information of each inquirer, and improvement and maintenance activities. The plan will be considered a binding contract, and failure to adhere will result in the city’s condemnation and demolition of the building (with 30 days’ notice) at the owner’s expense (§11.510).
