The city's comprehensive plan includes solar-supportive value statements and policy recommendations. The Preservation and Environmental Planning Element of this plan values solar energy as an active and passive energy source (pp. 131-132). Goals and related objectives include promoting solar energy as the city's most viable renewable energy resource in building and site design and assuring solar access (Goal 4, p. 133).

Urban Heat Resilience

The city’s comprehensive plan includes goals and policies to address the effects of heat islands. Goal EP 7 includes several policies to reduce heat islands within the jurisdiction, including prioritizing mitigation strategies in areas most impacted by the heat island effects, incorporating development techniques that use cool materials, and engaging with organizations and agencies at several levels for best practices on heat mitigation strategies.
