Content-Neutral Sign Regulation

This draft model sign code acknowledges the U.S. Supreme Court’s decision in Reed v. Town of Gilbert and provides a template to help cities and counties draft content-neutral sign regulations. However, the model code’s definition for “outdoor advertising sign” does not satisfy a literal interpretation for content neutrality (i.e., you know if a provisions applies without reading the sign). It includes the following provisions sections: general provisions, definitions, prohibited signs, authorized signs, permit required, and specific sign regulations by district.
