Content-Neutral Sign Regulation

The city’s land development code includes sign regulations amended in response to the U.S. Supreme Court’s decision in Reed v. Town of Gilbert (§6.10). These regulations maintain distinctions between commercial and noncommercial speech and on- and off-premises signs, under the assumption that these distinctions will not trigger the “strict scrutiny” test for content-based regulations.
