This functional plan is a statewide response to Hawaii’s high number of pedestrian fatalities. Between 2000 and 2009, Hawaii had an average of 2.4 pedestrian deaths per 100,000 people; the national average is 1.3. The plan chooses priority projects in each county (island) to illustrate the larger plan.
