This functional plan for the Portland, Oregon metropolitan area is embedded in the code for their regional government, Oregon Metro, which also serves as their MPO (Chapter 3.08). While it speaks to the goals of the comprehensive plan, it exists as code and requires an inventory and evaluation of the pedestrian and bicycle facilities. Additionally, some of the jurisdictions, Portland among them, have their own functional plans beyond what is codified.
