The city’s land use code encourages retrofitting subdivisions for street connectivity through its “Smartcode District” regulations (Ch. 23). Owners of parcels 5 acres or greater may submit an infill community scale plan, which modifies existing on-site streets for greater connectivity and active mode use. The owners are allowed greater density and mixed-use development. Table 10 offers illustrations of connectivity retrofits.
