The city’s code of ordinances requires that a broad range of developments include on-site circulation plans, and that they are built in a way that connect to both the immediate network node and proximate activity centers (§16.96.010). Uses that require on-site circulation plans include new subdivisions, multi-family developments, planned unit developments, shopping centers, and commercial districts. They must connect to adjacent residential areas and neighborhood activity centers within one-half mile of the development. Activity centers are schools, parks, transit centers, etc.
