This report analyzes Rapid City, South Dakota’s current zoning code and includes an annotated outline for a new code. It includes extensive recommendations organized under four themes: create a user-friendly document, update zoning districts and allowed uses, support a more diverse mix of uses, improve the quality of development, and promote a variety of housing types.
