This briefing paper offers case studies, best management practices, resources, and tools for policymakers to reduce barriers to and facilitate the creation of community garden programs. It focuses on creating community garden programs that can most effectively strengthen their communities by engaging a diverse group of stakeholders, including low-income or disadvantaged populations; providing community social spaces; offering educational and vocational skills training; allowing for sales of produce; and encouraging the donation of surplus produce to food shelters.
