This report from the Center for Rural Virginia was created by direction of state statutes to develop strategies that expand and promote economic opportunities of the agriculture industry, particularly the expansion and promotion of farm businesses or rural enterprises. The report examines local laws or regulations that may restrict rural enterprises, identifies innovative approaches and incentives to preserve rural character and support working farms, and explores programs to expand rural enterprises. It recommends the use of an “Is Your Community Planning for Agriculture” checklist to help local leaders determine if their locality is supportive of both traditional agriculture and farm-based value-added enterprise.
