Capital Improvements Programming
These statutes authorize planning commissions to prepare a five-year capital improvements program (§15.2–2239). They also address requirements for the CIP document.
Planning and Zoning Enabling Laws

Transfer of Development Rights
These statutes authorize counties and municipalities to establish transfer of development rights programs (§§15.2-2316.1–2). It mandates a public hearing prior to approval by the local government, outlines recommendations for ordinance content and structure, explains the necessary elements of a transfer of development rights program, and provides the terms and conditions of a density transfer agreement.
