This report provides actions for agencies seeking to increase the social benefit of automated and connected vehicles. It discusses how autonomous vehicles (AV) can positively impact communities and how state and local planning can impact both the public and private sector. Examples of policy and planning strategies include legalizing AV testing, increasing public awareness, implementing land use policies and parking requirements, and investing in infrastructure to support AV. Each strategy is discussed through a variety of considerations, including implementing entities, geographic scales, stakeholder effects, and benefits of implementation.
