Inclusionary Housing

This report’s purpose is to help policy makers better understand how an inclusionary housing policy affects the development of multifamily rental development and how to use development incentives to make the policy most effective. It provides an overview of real estate development economics and key drivers of real estate development feasibility from a developer’s perspective; summarizes relevant research on inclusionary housing programs and assesses how the share of below-market housing units and income targeting of those units affect development feasibility; and explores how and when different development incentives can be most effective as part of an inclusionary housing policy.
