Inclusionary Housing

This report explores the challenges and potential unintended consequences of adopting an inclusionary housing policy and examines communities that have changed or discontinued their inclusionary housing policies because they were too complex or did not achieve the hoped-for results. It also highlights recommended practices for implementing an inclusionary zoning program and using the right incentives to improve feasibility. The report concludes with a summary of alternative non-federal affordable housing solutions for state and local governments organized by land use strategies, financial ones, and “other initiatives,” and offers case studies of communities that have successfully used these tools, often in combination.
