Inclusionary Housing

This briefing paper focuses on recommended practices for inclusionary housing feasibility studies, which local governments use to determine whether adoption or revision of an inclusionary housing policy will be an economically sound way to provide affordable units.  The paper describes the four sections of a feasibility study—Introduction and Policy Context, Background Economic Trends and Market Conditions, Economic Analysis of Hypothetical Development Project, and Findings and Recommendations—along with recommendations for each of those study sections.
