Inclusionary Housing

This guidance manual and model ordinance was written in response to an affordable housing needs assessment and regional housing plan completed for the Lehigh Valley region in Pennsylvania. It describes inclusionary housing as a tool for helping meet affordable housing needs and community development objectives. The report discusses a number of key considerations in developing an inclusionary housing program and addresses factors for successful adoption and implementation. A model ordinance includes commentary.
