Capital Improvements Programming
These statutes require capital projects to conform to the local comprehensive plan (§12-748). It explicitly authorizes planning commission review of the capital improvement program (CIP) as a means of satisfying this requirement.
Planning and Zoning Enabling Laws
Kansas authorizes all counties and cities to prepare comprehensive plans. And it authorizes all cities and counties to adopt zoning regulations.
