Capital Improvements Programming

This functional plan provides a comprehensive public infrastructure strategy for a 20-year time horizon. Individual chapters address infrastructure planning and coordination, asset management, guiding principles, summary of infrastructure and service delivery, goals and policies, Bureau of Environmental Services, Portland Water Bureau, Portland Bureau of Transportation, Portland Parks & Recreation, and Other Essential Facilities & Systems. Appendices include an investment strategy and urban service agreements.

It is adopted by reference as an element of the city’s comprehensive plan.
