Connecticut’s general code supports arts activities through neighborhood revitalization plans and economic and community development provisions. Chapter 118 enables neighborhood revitalization planning committees to develop strategic plans that can include a strategic arts and culture component. Committees can assign responsibility for implementing plans and have the authority to enter tax agreements and allocate municipal funds to support meeting purposes established by the plan (§7-601). Additionally, Chapter 184b allows the Department of Economic and Community Development to encourage artistic and cultural activities through partnerships, grant opportunities, property acquisition, and fundraising (§10-400).
