This report calls for the preservation of Atlanta’s older, unsubsidized rental properties, which serve as the city’s main source of naturally-occurring housing affordability. It outlines three conditions that support their preservation and lists a series of recommendations for city government. Appendix 13 shares examples of NOAH policies and programs from across the United States.
