Planning and Zoning Enabling Laws

This report summarizes the state planning enabling laws in each state and identifies if there are any water planning requirements within them. It examines state planning laws, the jurisdiction types required to plan, and any comprehensive plan requirements. The report then explores states that require water elements within the comprehensive plan, with case studies on six different states.
