Scenario Planning

This comprehensive plan included scenario planning within the first phase of the plan’s creation process. Called Horizon, the scenario planning involved the creation of three exploratory scenarios. Strategies then were created to address the scenarios and led to the strategies used in the Plan Bay Area 2050 final plan.
