Comprehensive Planning

This article details how US cities are structuring their comprehensive plans around smaller neighborhoods, special topic, and sub plans to greater reach/expand the scope of their focus. This method of comprehensive planning is described as a constellation structure which allows for planners to add new topics, increase the size, and produce large, detailed plans in a timely manner.
