The Economic Development Corporation of the City of Universal City, Texas (UCEDC), is seeking proposals from qualified transit and mobility providers to assist with developing and deploying a City-wide microtransit system through a single, turnkey contract. The City-wide microtransit system is to serve the general population of the City of Universal City, Texas. The contract is anticipated to be for one (1) year with an option to renew for two (2) additional one-year periods. The UCEDC desires to begin transit services with a test pilot in late Winter 2027 to assess the new system. A soft launch will proceed in late Spring 2027 to prepare for service rollout.

Since its incorporation in 1960, Universal City has been recognized for its commitment to excellence, forward-thinking approach to municipal services, and its dedication to honor the United States Armed Forces. The City’s character is primarily exurban with medium and high-density residential zoning. Pat Booker Road (HWY 218) serves as its commercial corridor and the main artery from Loop 1604 to Randolph Air Force Base. The City features a public library, multiple upgraded park facilities, a municipal golf course and conference center, and over 20 City-sponsored community events.

In Universal City, microtransit is anticipated to be more than a transportation service. It can be an economic-development tool that helps the City attract businesses, support existing retailers, strengthen the workforce, increase visitor spending, and make redevelopment areas more viable.

The proposed microtransit program is intended to:

1. Support existing businesses by bringing customers to commercial corridors.
2. Support business recruitment by improving employee and customer accessibility.
3. Support redevelopment by making mixed-use and entertainment districts more viable.
4. Support JBSA-Randolph by strengthening Universal City’s relationship with a major regional employment/military asset.
5. Support tourism and hospitality by keeping visitor spending local.
6. Support workforce development by expanding access to jobs.
7. Support property investment by increasing accessibility to underutilized commercial properties.
8. Support smarter development by potentially reducing parking and transportation costs.
9. Support regional connectivity by connecting Universal City to broader transportation options.
10. Generate economic-development intelligence by providing data that can inform future investment decisions.
