The city's comprehensive plan encourages the installation and use of renewable energy, including on-site solar. In the Natural Resources and Efficiency section it lists goals to increase the use of renewable energy (Goal NR-4), including renewable energy portfolio standards, community choice aggregation, renewable energy financing programs, and public renewable energy generation (NR-4.6 et seq). It also highlights an Energy Assurance Plan that encourages the use of renewable energy for energy resilience and the reduction of dependency on the grid in the case of a disaster (CS-5.7).
The comprehensive plan encourages energy providers to offer their assistance in integrating on-site renewable energy systems into the grid (PFS-8.8). It also mentions the use of solar photovoltaic and solar hot water at the city's Water Pollution Control System (PFS-4.12).
The comprehensive plan also provides a table listing implementation programs, including residential and commercial renewable energy financing programs and a renewable energy generation potential study (Table NR).
