Solar Energy

The village's zoning code includes a section on solar energy (§4.06.11). It defines roof-mounted and ground-mounted solar energy systems as well as utility-scale solar energy systems (§4.06.11.a). General provisions address lighting, appearance, signage, maintenance, abandonment, utility notification and interconnection, contractors, and emergency disconnect.

The village establishes the right of property owners to seek solar access easements, but it is not responsible for enforcement (§4.06.11.b.9).

Roof-mounted systems require a building permit and are allowed in any zoning district; the ordinance provides review criteria and limitations on height, roof coverage, and placement (§4.06.11.c). Ground-mounted systems are permitted in all districts with a building permit; the ordinance requires wind resistance and sets limits on height, location, and lot coverage (§4.06.11.d). Utility-scale systems are only permitted in manufacturing districts and require a special use permit along with a building permit; a site plan and soil condition report is required, and there is no lot coverage limit (§4.06.11.e).
