One of the purposes of the zoning ordinance is to provide adequate light and air, including access to sunlight for solar collectors and to wind for wind energy systems (§240-4.I) A section of the zoning ordinance is dedicated to solar energy system (SES) permitting, for both "small" (on-site use) and "large" systems (off-site consumption) and includes information on types, standards, permits, and applications (§240-41.D(3)). Small SES require a land use permit, while large SES require a conditional use permit; both are permitted in all districts except the Shoreland-Wetland District subject to requirements. The ordinance provides additional standards for utility facilities. The zoning ordinance defines solar collectors, large solar energy systems, and small solar energy systems (§240-88).
