This multijurisdictional functional plan details goals and strategies to promote clean energy development and use. It recommends expanding the local utility's lean energy portfolio. Suggested action items include exploring the development of an RMLD Community Solar Garden, identifying and mapping locations that would be ideal to support solar, and assessing the feasibility of and developing renewable generation assets like ground-mounted solar (p. 1-8). Another recommendation is to expand and consolidate program offerings for municipal customers. Action items include assessing municipal building stock for solar PV potential and participating in regional qualifications-based procurements for solar developer services, and expanding residential solar program offerings (pp. 1-8 & 1-9). Another recommendation is to expand and consolidate program offerings for commercial customers. Action items includes developing "Green Business Program" requirements related to solar, expanding solar offerings, and creating a small business solar program (solar thermal incentives/rebates, explore options to allow customers to buy shares in an RMLD Community Solar Garden) (p. 1-9).
