The city's zoning code defines accessory and primary solar panel systems (§405.100). The zoning code includes a section of supplementary regulations on renewable energy (§405.536). General requirements for solar panels address glare, undergrounding of power lines, advertising and signage, and decommissioning. Accessory roof-mounted and ground-mounted systems are permitted in all zoning districts; standards for each address various aspects of panel placement, height, setbacks, maintenance, and other elements. Primary solar panel systems are permitted with special use approvals in the Light Industrial, Heavy Industrial, and Lakeside 370 Special districts (§405.230.D.18, §405.240.D.27, §405.260.L).
