The city's Sustainability Vision for Energy and Transportation addresses solar in a number of ways, including calls for using solar energy to power street lights (p. 19); establishing a municipal solar utility to put solar on every city rooftop (p. 24); developing codes and policies to allow for "solar parks" (p. 25); adopting a solar rights ordinance and removing restrictive private covenants (p. 25); and establishing green residential zones in which large-scale solar networks are developed and rooftops are oriented to capture solar energy (p. 28).
